About This Tool

In 1969 the government of Prime Minister Harold Wilson set up a Royal Commission to study the possibility of devolving powers to Scotland and Wales; and in 1974 it reviewed the Royal Commission’s study, the publication of a white paper "Democracy and Devolution: proposals for Scotland and Wales". Welsh voters voted four to one against the 1979 referendum. The current Welsh Assembly was formed by a 50.3% vote in a referendum on the devolution of powers in Wales on 18 September 1997. In a 1997 White Paper, a Voice for Wales, the Labour government argued that a Welsh assembly would be more democratically accountable than the existing Welsh office. For 11 years until 1997, the cabinet minister for Welsh Affairs was not a member of parliament from any Welsh constituency.
