About This Tool

Both the House and the Senate have the power to introduce bills, but the vast majority of them are introduced by the House. No Bill becomes law unless it is passed by the Senate and the House of Representatives and signed by the Governor-General. The procedures are as follows:
A government department, a member of parliament first proposed the motion legislation (motion), with the approval of the House of Representatives after formally become a bill. This is called “First Reading”. After the first reading, the motion will be sent to members for study but will not be debated.
The Second Reading of the House of Representatives was called the Second Reading. During the second reading, members may debate a motion in principle and vote on it. After a vote is taken, the bill is sent to the committee concerned for consideration on an article-by-article basis. The committee will report its findings in writing to the House of Representatives.
