Gato is basically a drug lord disguised as a businessman, and he uses mercenaries to coerce the Land of the Waves into handing over control of their trading routes. This economically cripples the nation. While he seems formidable, he actually has no real abilities of his own - no fighting prowess, no ninjutsu attacks, nothing. When he tries to assassinate Zabuza in order to skip out on paying for his services, he ends up beheaded. No amount of money will protect you when you've wronged one of the strongest and most ruthless ninja in the region.

    Spandam was once the chief of the CP9, but he didn't exactly earn the position - he inherited it from his father Spandine. While he has an exaggerated view of his own importance due to his status, he also knows that he's literally weaker than an average marine guard. Still, that doesn't stop him from verbally berating those he thinks are beneath him, like Nico when he mocks her for his father's destruction of her hometown. This was a huge mistake, as Nico doesn't take kindly to mockery - instead, she beats the living stuffing out of him, going so far as to break his spine.

    Nobuyuki Sugou seems strong at first, but that's only because of his admin status in an MMO world. But Sugou's actual skills outside of the perks his admin account allows him are pretty abysmal. Even in-game, he has no idea how to effectively sword fight. The instant Kirito gets ahold of admin status and changes Sugou's settings to let him feel even the slightest hint of pain, he totally flips out.

    When he attacks Kirito in the real world, he's subdued almost instantly, even though he has a knife and Kirito doesn't have anything before wresting the knife from his hands. He's an utterly pathetic slime man.

This group of three thieves is known for their massive posteriors and their fart-based attacks. While this is funny in a juvenile way, it's not particularly effective against Team Natsu, who defeats them easily after being mildly annoyed.

Nothing he does is particularly effective - mostly he just throws rocks at people and makes weird noises. He does manage to foil one of Senku's plans by pretending Suika is in danger, but it's not because he's slick enough to actually trick anyone. Does he deserve a little bit of credit for that? Maybe - but it doesn't make him any less weak.

    Gonzo Tarukane has no physical abilities of any kid - but he does have money. Richer than Jeff Bezos or Elon Musk, he still isn't satisfied with his wealth. To further line his pockets, he hires the Toguro Brothers to kidnap the ice demon Yukina, and hold her hostage in order to collect her valuable tears. During the Dark Tournament, he's so confident in the might of his money that he's completely blindsided when the Toguro Brothers switch sides and fleece him out of his entire fortune under Sakyo's direction. Oh, and then Younger Toguro kicks his head straight off of his body.

    When most people think weak villains from the Dragon Ball universe, they think the Pilaf gang - but since some people actually think they're more competent than they seem, let's focus instead on the Para Para Brothers, a group of villains from Dragon Ball GT. The Para Para Brothers work for Cardinal Mutchy Mutchy, and their job is to stop Goku, Trunks and Pan from collecting the Black Star Dragon Balls. Their only ability is to hypnotize people using their dance moves, but they're also easily distracted and can't maintain that hypnosis long enough for it to be effective. Once free of the hypnosis, Goku, Trunks, and Pan are able to defeat them with a single punch.

But in the world of Yu-Gi-Oh!, real strength comes in the form of defeating your enemies in Duel Monsters. Keith has little to no skill in that department - in fact, the only times he ever comes close is through cheating. When he's last seen, he's being used as a vessel for Marik Ishtar, with no free will of his own. By the end of that harrowing scene, he's a hallucinating, terrified mess.

In some versions, Sakura takes his life in self-defense, while in others Gilgamesh uses him as a living vessel for the Holy Grail.

They're a group of thieves who seek out rare medals but pretty much never succeed at acquiring them. Ikki Tenryou, a 10-year-old boy, is invariably able to put a stop to whatever zany plan they've come up with next. Basically, they're a slightly less endearing version of Team Rocket.

The only other thing that he can do is disguise himself as a woman by using the "female face" that exists on the back of his head, and the breasts that protrude from his back. This disguise is liable to fail if he forgets to properly rotate the rest of his body to align with the face. When he tries this on Jotaro, he intends to pretend to be Dio's victim, but Jotaro sees through him instantly due to his rotating failure. He's defeated with a punch to the face and is forced to lead Jotaro to Dio - who chops him to bits for his failure.

Not only is he guilty of multiple crimes against humanity, including sexual assault and straight up ending people's lives on a whim, he also thinks of himself as one of the greatest leaders of all time. Though he lacks anything resembling true fighting prowess, he sees himself as a martial arts champion. He finally gets what's coming to him when he tries directing his soldiers to fight modern Japanese civilians - when the JSDF steps in to defend their people, they're swiftly obliterated through gunfire. Zorzal himself is taken down by Kuribayashi, who annihilates him with her bare hands.

The only thing that his quirk allows him to do is be a lizard, which does allow him to stick to walls, but that's pretty much it. He has a few basic combat skills, but nothing significant or particularly helpful to the rest of the group. His most useful skill is arguably his competent driving - crucial for transporting fellow villains who are prone to motion sickness, like Dabi.

    Incidentally, Dabi could be a contender for this list because of his delicate constitution, but he would also probably set a regular person on fire before that had any impact.
