By the end of Fullmetal Alchemist: Brotherhood, Greed is more of an anti-hero than a full-fledged villain, but he spends enough time on the side of evil to count.
In this quote, he forces viewers to reckon with the idea that the sin he's guilty of is part of human nature—no one is immune to it.

"This world is full of things that don't go as you wish. The longer you live, the more you realize reality is just made of pain, suffering, and emptiness... Listen... In this world, whenever there is light, there are also shadows. As long as the concept of winners exist, there must also be losers. The selfish desire of wanting to maintain peace causes wars and hatred is born to protect love."
Madara's ultimate goal is to drape the Earth in an immersive illusion as he restarts humanity. This quote sheds light on why he wants to do something so drastic: his life has been a montage of humanity's lowest moments.
As a child soldier, Madara experienced endless suffering up until the day he died, and when he comes back to life, he sees nothing has changed. Rather than revenge – like Pain wanted – Madara desires a more permanent end for humanity.

(#3) Stain Has Good Advice For Tenya Iida In 'My Hero Academia'
"Forget about yourself for a second and try saving others. Don't wield your power for your own sake. Because getting trapped by your own hate and acting out of pure self-interest... makes you the furthest thing from a hero."
Stain may actively attempt to kill Tenya Iida, but that doesn't mean he won't offer the would-be hero some advice. Stain assaults Tenya's brother Tensei because the villain believes pro heroes are obsessed with money and fame, not true heroism.
Tenya goes after Stain in the name of revenge, but the warning from Stain sticks with him long after the battle is over.

(#4) Meruem Compares Humans To Cattle In 'Hunter X Hunter'
"Ha! These humans are definitely foolish creatures. Think as hard as those weak brains of yours can manage. Do you humans ever listen to the cries of mercy coming from pigs and cows you slaughter?"
Meruem spends most of his life believing his species, the Chimera Ants, are far superior to humans. In this quote, he compares humans to cattle.
The viewpoint is chilling enough on its own, but its even more interesting in retrospect. Before he dies, Meruem develops great respect for a young human girl named Komugi.

(#5) Lelouch Lamperouge
- Fictional Character
"The only ones who should kill are those who are prepared to be killed."
This is easily the most resonant thing Lelouch Lamperouge says in Code Geass. After he makes this proclamation, he proceeds to take multiple lives in service of his ultimate goal: to free Japan from the imperial grip of Brittania.
At the end of the series, he proves he wasn't bluffing when he said he was ready to die.

"Pirates are evil? The Marines are righteous? These terms have always changed throughout the course of history! Kids who have never seen peace and kids who have never seen war have different values! Those who stand at the top determine what's wrong and what's right! This very place is neutral ground! Justice will prevail, you say? But of course it will! Whoever wins this war becomes justice!"
This quote provides some major insight into the mindset of one of One Piece's most notorious villains, Donquixote Doflamingo. He's a sadistic, arrogant man who believes the strong have a right to make the rules, and the weak are welcome to die.

(#7) Shinobu Sensui

"Drop ink on the finest snow-white paper and it will inevitably absorb into black. Its purity demands it. Tainted men have immunities. Black does not absorb black."
Shinobu Sensui is a former spirit detective who was consumed by guilt after killing countless demons.
As a result, Sensui developed a severe case of multiple personality disorder, as well as a fierce loathing for human beings, including himself. He believes he's already tainted by evil, and therefore cannot get any worse.

"Hearts, you say? You humans are always so quick to speak of such things. As though you carry your hearts in the very palms of your hands. But this eye of mine perceives all. There is nothing that it overlooks. If this eye cannot see a thing, then it does not exist. That is the assumption under which I have always fought. What is this 'heart?' If I tear open that chest of yours, will I see it there? If I smash open that skull of yours, will I see it there?"
Like many other great quotes from villains, this one offers a glimpse into the inner workings of the antagonist's mind. Ulquiorra Cifer is a cold, ruthless being who appears to have no sympathy for the suffering of others.
He doesn't understand emotions, either because he doesn't feel them or because he's so distanced from his own feelings he can't recognize them.

"I see now that the circumstances of one's birth are irrelevant; it is what you do with the gift of life that determines who you are."
Though Mewtwo says this after they decide to give up villainy, it's still worth noting. Mewtwo was bio-engineered in a laboratory but escaped to prove their superiority to both their creators and other Pokémon.
This is partially motivated be an identity crisis—if Mewtwo was created in a lab, what is the meaning of their existence? Can they make their own meaning? After the events of Pokémon: The Movie, they realize they can.

"There are three things I refuse to tolerate: cowardice, bad haircuts, and military insurrection. And it is unfortunate that our friend Vegeta possesses all three of these."
Not every great villain quote has to be dramatic. Freeza is full of sarcastic quips, and this one takes the cake. Part of what makes him one of the greatest shonen villains is his sharp sense of humor.

"A ravenous beast. The same blood runs through both of us. The blood of a beast who wanders, hunting for the blood of others."
Vicious is often thought of as the dark inverse of Spike. The two men tend to not care about what's happening around them or to other people.
In Vicious's case, this leads him to directly harm others, while Spike is simply apathetic. But apathy can easily foster a willingness to commit heinous acts This quote serves as warning to Spike about what he could become.

"I'm just killing the spiders to save the butterflies."
Though Knives is a villain, his behavior is logical. After enduring horrible abuse at the hands of humans, and watching other plants suffer even worse, he begins to view humans as a dangerous enemy.
One day, he sees his brother Vash trying to free a butterfly from a spider's web. Knives's solution is to kill the spider before it can attack the butterfly—exactly what he wants to do to humans in order to protect plants.

"I'll take a potato chip and EAT IT!"
Light Yagami says a lot of things about his philosophy and goals, and while most are memorable, few stand out more than the one that became a meme.
This line demonstrates how dramatic Death Note can make simple acts like writing or eating chips. It also reminds fans how elaborate Light's plans really are.

"Among my species, emotions are seen as a mental disorder."
Kyuubey may look adorable, but they're actually a manipulative alien who coerces young girls into risking their lives to fight witches. They feel no guilt about doing this because they do not have emotions—though they mimic feelings in order to persuade the girls to do what they want.

"Doctor Tenma. For you all lives are created equal, that's why I came back to life. But you've finally come to realize it now, haven't you? Only one thing is equal for all, and that is death."
Johan Liebert is one of the most terrifying serial killers in anime history. This quote gives viewers some insight into both his bleak mentality and his role as a foil for Dr. Tenma, who chooses to save his life over the life of a political official.

"PHEWWW! When I was a kid... you know Leonardo da Vinci's Mona Lisa, right? I saw it in an art book. When I saw Mona Lisa's hands folded by her knee... how do I say this? It's a bit crude, but... I got... a BONER."
Most anime villains have some kind of high-minded motivation for their immoral actions, but not Yoshikage Kira. All he wants is to be left alone to pursue a sensual quirk: women's hands.
Unfortunately, this means killing women and cutting off their hands, rather than admiring them while they're attached. If that's not creepy, nothing is.

(#17) Shinsuke Takasugi
"I'm fine with being a beast, I neither want nor need anything to protect. I just want to destroy everything, until the beast stops whining."
Shinsuke Takasugi is driven solely by revenge after his beloved teacher – one of the few people who truly understood him – is killed. After that, he doesn't care who gets in his way.
All he wants is to wreck everything in his path until he's satisfied, though that point may never arrive.

(#18) Akihiko Kayaba

"I wonder how young I was when I started obsessing over a steel castle floating in the sky. I wanted to fly up and reach that castle. That was all I desired for the longest time. [...] I still believe that the castle exists in some other world."
Akihiko Kayaba trapped thousands of people in an online game, ostensibly subjecting them to death. They're either killed in the game, which translates to immediate death in real life, or their bodies waste away from staying in the virtual world too long.
Akihiko never fully explains why he did something so terrible. This quote is the closest he comes, and the haunting sentiment pushes viewers to consider how one becomes so detached from their humanity.

"The people I love to kill, that really get me jazzed, never see it coming. Never. They're in some happy place where they're sure nothing can get them. Dying is the furthest thing from their mind. Maybe they're thinking about what to have for dinner. Just like you were, right before I walked in."
Though Ladd Russo is a hitman, murder isn't just his job—it's also his passion. He loves thinking about how the victim feels as they're dying, particularly those who don't suspect their demise.

"I think the only time people really have value is when they act according to their own will."
Few people in the world of Psycho-Pass act according to their own will. Instead, all their choices are dictated by the Sibyl System, a program that closely monitors the thoughts, emotions, and biological signs of Japanese citizens and alerts the police to kill them if they're deemed a potential criminal.
Though Shougo Makishima uses brutal, violent means to try to take down this system, this quote shows he is ultimately acting for human freedom.

Dreams breathe life into men and can cage them in suffering. Men live and die by their dreams. But long after they have been abandoned they still smolder deep in men's hearts. Some see nothing more than life and death. They are dead, for they have no dreams."
Due to the hardships he experienced as a child, Griffith decided his dream would be to acquire his own kingdom. But his ambitions get the better of him as he throws away his compassion and morals in order to achieve his dream. He becomes a merciless killer who betrays his friends and comrades for his own desires.

"The weak are destined to lie beneath the boots of the strong. If that angers you, overcome your deficits."
As one of the strongest Teigu users in the world, Esdeath is anything but weak. This high-ranking general believes in the philosophy of "survival of the fittest" and feels no remorse for killing anyone she deems weaker than her. It's this mentality that makes her one of the most ruthless and fearsome anime villains ever.

“If we were normal, we might not be alive today. And that, my friend, is what gives us the edge we need.”
It's understandable why Shishio wants vengeance. He was almost burned to death by his "comrades" in the government. And it's their betrayal that sets him off on a dark path as a coldblooded killer. In order to become stronger and achieve his revenge upon the government, he abandons his morals to get where he needs to be.

(#24) Muzan Kibutsuji Believes He's A Perfect Being In 'Demon Slayer: Kimetsu no Yaiba'
"Does my complexion look unhealthy to you? Is my face pale? Do I look sickly to you? Do I look like I'm not long for this world? Do I look like I'm about to die? Wrong, wrong, wrong, wrong. I'm a living being who's infinitely close to perfection."
This quote is quite chilling as Muzan tells this to his victim right before he brutally murders her in a gruesome fashion. As the creator of all Demons, Muzan is the most powerful being in the world. Because there's very few people who can defeat him, he possesses a god complex and is obsessed with becoming a perfect being.

"Fear is what creates order."
Medusa is a truly sinister and manipulative witch who will do anything for her own gain. She even tortures and uses her own child, Crona, for her experiments. Believing that peace creates stasis, she ressurects Kishin Asura in order for fear to set the world in motion again. It's a fitting philosophy for someone as unpredictable and chaotic as Medusa.
