Most anime villains have some kind of high-minded motivation for their immoral actions, but not Yoshikage Kira. All he wants is to be left alone to pursue a sensual quirk: women's hands.
Unfortunately, this means killing women and cutting off their hands, rather than admiring them while they're attached. If that's not creepy, nothing is.

"The weak are destined to lie beneath the boots of the strong. If that angers you, overcome your deficits."
As one of the strongest Teigu users in the world, Esdeath is anything but weak. This high-ranking general believes in the philosophy of "survival of the fittest" and feels no remorse for killing anyone she deems weaker than her. It's this mentality that makes her one of the most ruthless and fearsome anime villains ever.

"Hearts, you say? You humans are always so quick to speak of such things. As though you carry your hearts in the very palms of your hands. But this eye of mine perceives all. There is nothing that it overlooks. If this eye cannot see a thing, then it does not exist. That is the assumption under which I have always fought. What is this 'heart?' If I tear open that chest of yours, will I see it there? If I smash open that skull of yours, will I see it there?"
Like many other great quotes from villains, this one offers a glimpse into the inner workings of the antagonist's mind. Ulquiorra Cifer is a cold, ruthless being who appears to have no sympathy for the suffering of others.
He doesn't understand emotions, either because he doesn't feel them or because he's so distanced from his own feelings he can't recognize them.

(#5) Lelouch Lamperouge

"The only ones who should kill are those who are prepared to be killed."
This is easily the most resonant thing Lelouch Lamperouge says in Code Geass. After he makes this proclamation, he proceeds to take multiple lives in service of his ultimate goal: to free Japan from the imperial grip of Brittania.
At the end of the series, he proves he wasn't bluffing when he said he was ready to die.

(#18) Akihiko Kayaba

"I wonder how young I was when I started obsessing over a steel castle floating in the sky. I wanted to fly up and reach that castle. That was all I desired for the longest time. [...] I still believe that the castle exists in some other world."
Akihiko Kayaba trapped thousands of people in an online game, ostensibly subjecting them to death. They're either killed in the game, which translates to immediate death in real life, or their bodies waste away from staying in the virtual world too long.
Akihiko never fully explains why he did something so terrible. This quote is the closest he comes, and the haunting sentiment pushes viewers to consider how one becomes so detached from their humanity.

(#14) Kyuubey Lacks Emotions In 'Puella Magi Madoka Magica'
"Among my species, emotions are seen as a mental disorder."
Kyuubey may look adorable, but they're actually a manipulative alien who coerces young girls into risking their lives to fight witches. They feel no guilt about doing this because they do not have emotions—though they mimic feelings in order to persuade the girls to do what they want.
