He also wants to make sure that his rage at having his family eliminated doesn't turn him into a violent monster.

    To avoid all of this, he keeps his mangekyo's powers under control by covering his eye. He only uses it when there's no other way to defeat an opponent.

    When Goku and Piccolo Jr. are first starting to develop their strength, they wear weighted clothing. Goku literally never takes his off, while Piccolo only does for dramatic effect, not because he especially needs to. They intended to hamper their own strength in order to develop it, but with all the power-ups and transformations they eventually acquire, the weights barely make a dent in limiting them.

    Other characters like Yamcha also use these weights over the course of the entire series. Sometimes they're visible,  and sometimes they just look like regular clothes.
