When Goku and Piccolo Jr. are first starting to develop their strength, they wear weighted clothing. Goku literally never takes his off, while Piccolo only does for dramatic effect, not because he especially needs to. They intended to hamper their own strength in order to develop it, but with all the power-ups and transformations they eventually acquire, the weights barely make a dent in limiting them.
Other characters like Yamcha also use these weights over the course of the entire series. Sometimes they're visible, and sometimes they just look like regular clothes.
(#10) Abel Nightroad

Abel Nightroad has some pretty cool powers involving nanomachine enhancements. That said, he only releases his full strength in increments - 40%, 80%, and 100%.
He does this in order to maintain control. Abel is guilty of some serious atrocities using his powers - the guy ended millions of lives. Now committed to doing the right thing, he wants full control over himself to be sure that nothing like that ever happens again. If he didn't have limiters on his ability, he might end up like his violent, out-of-control brother Cain.
(#3) Shoto Todoroki - 'My Hero Academia'
At the start of My Hero Academia, Shoto Todoroki suppresses his fire-based abilities. That's because he hates his father and doesn't want to use the powers he inherited from him. This causes some serious problems, though. Not only is he preventing his two halves from balancing out and practically freezing himself, he's holding himself back from using the full range of his abilities.
With a little help from his friends, he eventually realizes that his powers are his, not his dad's, and he should use them to their fullest.
(#4) Kurapika
- Hunter x Hunter
Kurapika's strongest Nen attack has a glaring weakness - and he purposely designed it that way. Judgment Chain wraps a chain made of Nen around a target's heart, then pierces it with a spike if the target does not obey Kurapika's commands. Kurapika has a similar chain wrapped around his own heart. If he uses this technique on anybody who isn't a member of the Phantom Troupe, his own heart will be pierced and his life will end.
Why create such a drastic limit? Creating conditions like this is part of what allows him to create such a strong move in the first place. But Kurapika didn't have to go this far just for power. He also wants to make sure that his rage at having his family eliminated doesn't turn him into a violent monster.

Why does Kakashi keep his mangekyo sharingan under wraps? Because despite the eye's incredible potential, using it comes with serious consequences. Using his mangekyo will generally keep him bedridden for a couple of weeks - likely because he isn't an Uchiha, he can't ever deactivate it. Because using it is so exhausting, he can't easily train his mangekyo - which means that when he uses it, he risks opening up holes in parts of reality that he'd rather keep intact.
To avoid all of this, he keeps his mangekyo's powers under control by covering his eye. He only uses it when there's no other way to defeat an opponent.
(#6) Hiei
- Yu Yu Hakusho
Hiei's Jagan Eye is the key to some of his strongest techniques, but he usually keeps it covered with a headband. Similarly, he wears bandages on his arm in order to suppress his Dragon of the Darkness Flame. He only unleashes these techniques when it's absolutely necessary. That's because without the limits, his powers are strong enough to wreck everything around him, even taking weaker beings' lives just from being in its presence. What's more, using these attacks causes him serious physical damage - his arm was not happy with him after he used Dragon of the Darkness Flame.
