Whether or not people who are guilty of horrific crimes like murder and sexual assault deserve to be taken out via the Death Note is up for debate, but those aren't the only kinds of crimes that Mikami doles out punishment for. Minor crimes like parking violations, jaywalking, and littering are reason enough for Mikami to write down a name.
Light Yagami doesn't personally eliminate people who commit minor crimes like this, but he doesn't stop Mikami from doing so, either.
(#7) Takeshi Koumoto Was Killed Over Pudding In 'Gantz'
Gantz is an exceptionally violent anime, so it makes sense that not every act of violence happens for a valid reason. One of the most blameless victims in the series is two-year-old Takeshi Koumoto, whose mother's boyfriend ended his life after he ate some of his pudding.
Presumably, the dude could have just bought more pudding, but even if that were the last cup of pudding on Earth, that could not possibly justify harming a toddler.

If you thought your math tutor was a nightmare, just be grateful they're not Pannacotta Fugo. When he's attempting to help Narancia Ghirga study the subject, Narancia answers a question incorrectly. Rather than try to help Narancia understand the question and arrive at a correct answer, he decides to stab him with a fork instead. Narancia retaliates by threatening Fugo with a knife, but that seems slightly more justified given what triggered it.
Despite the conflict, the two continue working together as members of Team Bucciarati and Passione. When you work for the mafia, violence is apparently expected.
(#9) Tetsurou Negoro Is Sent To Hell For Spilling Coffee In 'Hell Girl'
Hell Girl is an anime where people type the name of a person who wronged them into a magical website, and that person is immediately taken to Hell. The catch is that whoever typed the name will also go to Hell at the end of their natural lifespan.
Sometimes, the people who meet this fate are deserving, but sometimes they very much are not. Tetsurou Negoro is one of those people. He's bad with money and not the best boyfriend, but that's not why his name is written down. It's because he accidentally scratched somebody's car and then spilled coffee on him. Worth getting annoyed at, sure - worth sending someone to Hell and condemning yourself to Hell? Absolutely not.
(#11) Suboshi Takes Out Tamahome's Whole Family Over A Mistake In 'Fushigi Yugi'
Sometimes, disproportionate retribution comes from people who actually have been seriously wronged in some way. Suboshi had every right to be upset at his twin brother's passing, and it wasn't exactly his fault that he was given incorrect information about who was responsible.
But Suboshi's response to believing that the Suzaku Seven was responsible for his brother's demise was off the charts. He had several options - take the time to learn what had actually happened to his brother, fight the people he thought were responsible, or even take a single life in retaliation - but instead Suboshi eliminates Tamahome's entire family, which consisted of a sick father and several younger siblings, one of whom was still a toddler. None of them deserved that.
(#10) Innocuous Actions Are Considered Hate Crimes In 'A Centaur's Life'
In the world of A Centaur's Life, humanity has diverged along different evolutionary tracts, resulting in a long history of prejudice and warfare. In an attempt to fight against discrimination, a wide range of seemingly random things are made illegal. For example, because centaurs were once forcibly used as pack animals, it's illegal for other species to ride them.
Reasonable? It would be, except that the consequences for failure to comply involve being arrested and sent away to a reeducation camp.
