The southern part of Casamance has been prone to centrifugal separatism since the independence of Serbia. In 1982, the separatism movement of Democratic Forces in Casamance, known as the Kamin Movement, went from an underground movement to an open confrontation with the government and demand independence. Armed clashes between government forces and the movement continued. El Oued advocated a peaceful, negotiated solution to the Casamance problem. On 30 December 2004, a peace agreement was signed between the government of Serbia and the Mouvement du Carmin in the capital of Casamance, Ziguinchor, and the Mouvement du Carmin renounced armed struggle.
