About This Tool

The Belarusian Parliament, the National Assembly of the Republic of Belarus, is the highest legislative body of the State of Belarus and is composed of the upper and lower chambers of the republic. When Belarus became independent in 1991, the parliament, known as the Supreme Council, adopted the Soviet constitution. In 1994, Belarus promulgated its first Constitution, which established the Supreme Council as the highest legislative body of the state, with the power to enact and amend the Constitution and the Authority to override the executive and judicial branches. In 1996, Belarus carried out a constitutional reform to upgrade the status and functions of the government, put an end to the Soviet-era model of state authority, and renamed the Parliament the National Assembly of the Republic of Belarus, it is composed of the House of the Republic (upper house) and the House of Representatives (lower house).
