  (#1) Hashirama Senju

  Hashirama Senju was the First Hokage of the Village Hidden in the Leaves. As the original “God of Shinobi,” Hashirama envisioned a peaceful world for shinobi. It’s because of that dream that Hashirama founded the Hidden Leaf Village with his clan. His most memorable friendship/rivalry was with the legendary Madara Uchiha of the Uchiha clan, which mirrored the rivalry between Naruto and Sasuke. Hashirama’s strength as a shinobi was unrivaled at the time. He successfully defeated and killed Madara, who had control of the Nine-Tailed Fox demon. His signature attack was the Wood Release technique, which allowed him to create and manipulate trees through his chakra.

Throughout the original series and Naruto Shippuden, Naruto pushed himself to the limits, in the hopes of becoming Hokage and winning the respect of the people in the Hidden Leaf village. After all the loss and pain he endured on his journey, Naruto’s dream finally came true. While being the vessel for a demonic fox is what got him shunned by his fellow ninjas, he managed to use that power to master incredible attacks, such as his Tailed Beast mode.

  (#3) Minato Namikaze

  Regarded as one of the greatest ninjas of the Hidden Leaf Village, Minato Namikaze was the fabled Hokage who sealed the demon fox inside Naruto. As noble as that act was, it cost Minato his life. Even worse, the people of the Village Hidden in the Leaves vilified Naruto, when he specifically told them to treat Naruto as a hero, before leaving the living world forever. Minato was nicknamed the “Yellow Flash” for his Hiraishin no Jutsu, which allowed him to teleport to any location. He is also the creator of the Rasengan, which is the ninja technique that Naruto would learn and improve upon.

  (#4) Onoki

  Onoki was the Third Tsuchikage of the Village Hidden by Rocks. Onoki has been described as an “stubborn old man” who has little respect for the younger generation. His prideful attitude, however, changes after meeting Naruto and Gaara. Onoki’s old age has made him frail in battle, but he can still kick a butt or two by manipulating the earth beneath him. He can create rock clones, giant golems of stone, and even give himself a giant rock fist.

  (#5) A (Third Raikage)

  The Third Raikage was regarded as the greatest Raikage of the hidden village of the Land of Lightning. He was an honorable man who cared very deeply for his people. It’s why he did everything he could to subdue the rampage of the Eight-Tails, resulting in a self-inflicted wound on his chest and later the life of his nephew. Despite his injuries to his body and pride, the Third Raikage would always take on the Eight-Tails to save his people from harm. The Third Raikage also mastered the nature transformations of Lightning, Fire, and Earth Release. He could harness the lightning chakra in his fingers and use it to pierce his enemies.

  (#6) A (Fourth Raikage)

  A, the Fourth Raikage, is the current Raikage of the Hidden Village of the Land of Lightning., and also the son of the Third Raikage. Just like his father, A cares deeply for his people and only wants to protect them. He is humble, passionate, and at times, short-tempered. He gets very emotional regarding his adoptive brother Killer B, who is the vessel for the Eight-Tails. The Fourth Raikage is also exceptionally strong. Before Sasuke, A was the only one who could deflect the Eight-Tails. By using his Lightning Release Chakra Mode, the Fourth Raikage can enhance his physical parameters and reflexes to extreme levels that match the Fourth Hokage’s.

  (#7) Hiruzen Sarutobi

  Hiruzen Sarutobi was the Third Hokage of the Village Hidden in the Leaves, and the disciple of the First and Second Hokage. Hiruzen was considered to be the strongest Hokage of the Hidden Leaf Village, earning him the nickname of “God of Shinobi.” Even in his old age, Hiruzen had enough skill and chakra energy to defeat Orochimaru and the zombified corpse of the First and Second Hokage, during the invasion of the Hidden Leaf Village. Unfortunately, had to give up his life to protect the people he served for years, including Naruto.

  Mū was the Second Tsuchikage of the Village Hidden by Rocks. He was an extremely calm and polite individual who respected his fellow Kage (with the exception of the Second Mizukage). However, he always made the Village Hidden by Rock his top priority and wouldn’t waste an opportunity to increase its dominance. Mū was often regarded as a “Non-Person” because he left no physical form nor a detectable chaka signature. His physical appearance is mummy-like with all the bandages wrapped around his body; masking any identifiable features. He could also use his chakra to turn invisible, or split himself into two duplicates.

  (#9) Kakashi Hatake

  Kakashi Hatake, the ninja teacher of Naruto, Sakura Haruno, and Sasuke Uchiha, was the Sixth Hokage of the Hidden Leaf Village. He is regarded as “Kakashi of the Sharingan” because of his left Sharingan eye that can copy any opponent’s move. Kakashi isn’t just a copy cat ninja, though. He has mastered a variety of jutsu throughout the years, such as his Chidori and Lightning Blade attack. Kakashi is often laid back and sarcastic towards others. He also enjoys reading erotic novels, such as Make-Out Paradise.

  Gaara, also known as “Gaara of the Desert,” is the Fifth Kazekage of the hidden village of the Land of Wind. Before he rose to power, Gaara was a cruel and heartless ninja who only cared about himself. So much of Gaara’s past resembled Naruto’s, such as being used to store a deadly demon within. While Naruto had the love and support of his friends and mentors, Gaara only had the hatred and abuse of others. After losing to Naruto, Gaara became a more caring ninja. Thanks to the sand demon within him, Gaara can manipulate sand to the point of transforming his body into the substance.

  (#11) Tobirama Senju

  Tobirama Senju, the second Hokage, was one of the founding fathers of the Village Hidden in the Leaves. He was the younger brother of the first Hokage and the great uncle of Tsunade. Tobirama specialized in water-based jutsu. He could create vast quantities of water without a source and use it to unleash large dragons of water, or create defensive walls of H2O.

  (#12) Darui

  Darui is the fifth Raikage of the Village Hidden by Clouds. Before he became Raikage, is was the right-hand man of A, the Fourth Raikage. In terms of personality, Darui is an easygoing guy who often speaks lazily by constantly repeating the word “dull.” He’s also very apologetic and will apologize for the action of others. While he might look like a slouch, Darui is a highly-skilled bodyguard who can use black lightning to make his lightning-based attacks even more powerful.

  (#13) Gengetsu Hōzuki

  Gengetsu Hōzuki was the Second Mizukage of the Village Hidden by Mist. He was a charismatic man who took great interest in the potential of a promising shinobi, regardless of their origin. He can also be forgetful, such as forgetting how he and the Second Tsuchikage killed each other, after he was briefly brought back to life. Among his many skills, Gengetsu was experienced in Water Release. He could turn his body into liquid and produce chibi clones of himself from water.

  (#14) Third Kazekage

  The Third Kazekage was the former kage of the Hidden Village of the Land of Wind. He was a highly regarded Kage amongst his people and was considered to be the strongest Kazekage the village ever had. Alas, the great reputation of the Third Kazekage wasn’t enough to prevent his death by the hands of Sasori, who wanted to turn him into a human puppet.

  (#15) Yagura Karatachi

  Yagura Karatachi was the infamous Fourth Mizukage of the Village Hidden by Mist. Just like Naruto, Yagura was also the vessel of a tailed beast demon (in his case, a three-tailed demon). As a Mizukage, Yagura ruled with an iron fist. Yagura’s reign was so tyrannical that some believed he was being manipulated, while others wanted him dead. Under Yagura’s rule, the village brought back its horrible nickname of the "Village of the Bloody Mist."

  Mei Terumi is the Fifth Mizukage of the Village Hidden by Mist. As a child who lived through the awful reign of Yagura as the Fourth Mizukage, Mei lived through the barbaric graduation ritual that ended in her drenched in the blood of others. When she assumed the role of Mizukage, Mei fought hard to undo the many harms Yagura did to the Village Hidden by the Mist. Mei dresses seductively, is very perceptive to her enemy’s actions, and has mastered the nature transformations of Water, Earth, Fire, and Lightning Release. However, she is quick to anger if anyone dares to say she’s "past marriageable age."

  Lady Tsunade is a woman of many talents. She’s an excellent healer who can repair the ugliest of wounds; she’s unbelievably strong thanks to her exceptional chakra control, and she’s the Fifth Hokage of the Village Hidden in the Leaves. Tsunade is also the granddaughter of the First Hokage and is one of the legendary Sannin. On the downside, Tsudane's a terrible gambler.

  (#18) Chojuro Kaneko

  Before becoming the Sixth Mizukage of the Village Hidden by the Mist, he was the bodyguard for the Fifth Mizukage. He is one of the Seven Ninja Swordsmen of the Mist, which is a group of the greatest blade-wielding shinobi of their generation. Despite his elite skills, Chojuro is actually bashful and self-conscious. Regardless of his shyness and insecurities, he’s always determined to protect Mei and her "beautiful smile.”

  (#19) Kurotsuchi

  Kurotsuchi is the Fourth Tsuchikage of the Village Hidden by Rocks. She is the descendant of the First Tsuchikage and the granddaughter of the Third Tsuchikage. Even though her attitude as a Kage has made Kurotsuchi more strict towards others, she is still a caring person who wants to honor the Kage legacy and do what’s best for her people. Before becoming a Kage, she was a proficient shinobi who could combine the earth and fire elements to perform the Lava Release attack.

  (#20) Third Mizukage

  The Third Mizukage was the kage of the Village Hidden by Mist. He was present with the First Mizukage at the Five Kage Summit during the First Shinobi World War. Not much is known about the Third Mizukage, but based on the Village Hidden by the Mist only selecting strong individuals for their leaders, he was certainly no pushover.

  (#21) Reto

  Reto was the First Kazekage of the Hidden Village of the Land of Wind. It is said that Reto founded the Hidden Village of the Land of Wind by using his tremendous power to round up all the shinobi that lived among the desert. Not much is know about Reto’s reign as Kazekage, but he was a caring leader who would play political hardball to ensure his people were properly treated. After his assassination, Shamon took over as Kazekage.

  (#22) Ishikawa

  Ishikawa was the First Tsuchikage of the Hidden Village of the Land of Earth. He was a well-respected Tsuchikage and also an oddball. He would often have words of wisdom that related back to stones, while also making terrible puns. The extent of Ishikawa’s powers is mostly unknown, but he was able to use Earth Release to make his body fly in the air. The Naruto anime, on the other hand, suggested he had insect-like ninjutsu at his disposal.

  (#23) Shamon

  Shamon was the Second Kazekage of the Hidden Village of the Land of Wind. Following the assassination of the First Kazekage, Shamon advanced the militarization of the sand village. Most notably, Shamon furthered the research of Jinchūriki, who are individuals with tailed beasts within them (Naruto, Gaara). Ironically, Shamon would also be assassinated like his predecessor.

  (#24) Akahoshi

  Akahoshi was the Hoshikage of the Village Hidden Among the Stars in the Land of Bears. He took over the position from the Third Hoshikage after he suddenly died from “illness.” In actuality, Akahoshi had the Third killed because he refused to continue with the experimental and dangerous star training from a mysterious meteor. Akahoshi became obsessed with the chakra-absorbing power of the meteorite and eventually fused with it to enhance his own powers. However, he was helpless after Naruto destroyed the meteorite with his Rasengan.
