Pain was once an orphan in a war torn nation. As a result of his repeated horrifying experiences, he decided to show the world the true meaning of pain in the hopes that this would inspire them to end war altogether. That's why when Naruto actually hears his motviation, he can't completely hate him, even if he can't condone his attack on Konoha. -

"Any betrayal you can see is trivial, what is truly frightening and much more lethal, is the betrayal you cannot see."
Aizen's betrayal of Soul Society is one of the most spectacular acts of treachery in anime history. That's because he thoroughly tricked his colleagues into thinking he was on their side, essentially becoming the 'betrayal you cannot see.'

"In this world, wherever there is light - there are also shadows. As long as the concept of winners exists, there must also be losers. The selfish desire of wanting to maintain peace causes wars, and hatred is born to protect love."
After a tragic life in which he lost almost everything that mattered to him, Madara comes to the conclusion that the only way to achieve peace is to brainwash the planet into eternal sleep. He doesn't think that more peaceful means have a chance of working - all those attempts will only make things worse.

"Maybe, just maybe, there is no purpose in life... but if you linger a while longer in this world, you might discover something of value in it. Like how you discovered that flower. Or, how I discovered you one fateful night"
The reason that Orochimaru commits so many atrocious acts of human experimentation is that he wants to live forever. He wants to live forever so that he can learn every jutsu that exists in the world. He doesn't see any meaning in ordinary life, but he's hoping to find its value by prolonging it. He imparts this wisdom to Kimimaro, who he hopes will find purpose in giving up his body to Orochimaru's quest for immortality.

"This world is rotten and those who are making it rot deserve to die. Someone has to do it, so why not me? Even if it means sacrificing my own mind and soul, it's worth it. Because the world... can't go on like this. I wonder... what if someone else had picked up this notebook? Is there anyone out there other than me who'd be willing to eliminate the vermin from the world? If I don't do it, then who will? That's just it: there's no one, but I can do it. In fact, I'm the only one who can. I'll do it. Using the Death Note, I'll change the world."
In this iconic quote, villain protagonist Light Yagami explains why he decided to use his magical weapon to eliminate criminals. While this line isn't quite as well known as memed-to-hell-and-back quotes like "I'll take a potato chip and eat it!" and "Just according to keikaku plan" this one offers insight into his mind.

One of the things that makes Frieza stand out is his cruel sarcasm. This line is funny, but he's also talking about someone whose planet he destroyed. This proves how little empathy he has for any of the people he's harmed.

"When you notice an insect on the ground, do you stop to consider it a fool? The life of an insect is so beneath you that it would be a waste of your time to even consider judging it. That would be an accurate summation of my feelings towards you humans."
Though he started life as a tiny "dwarf in a flask", Father eventually amasses so much power that that he sees himself as akin to a god. And he's not totally wrong - the dude can create life from nothing and form a miniature sun in the palm of his hand by the end of the series. But because he's so powerful, he sees human life as completely disposible.

(#8) Garou Is Rooting For The Underdog
"The popular will win, the hated will lose, it's such a tragedy. Then I won't lose to anyone. I will become the strongest monster ever and change this scenario."
Garou's motives are slightly different from those of most villains. While many villains side with monsters because they believe in their cause, Garou supports them because they're cool. What's more, he finds it inherently unjust that whoever is least popular will always lose - that reminds him too much of being bullied in elementary school. It doesn't matter to him what the monsters are doing as long as he's championing the underdog.

“Pirates are evil? The Marines are righteous? These terms have always changed throughout the course of history! Kids who have never seen peace and kids who have never seen war have different values! Those who stand at the top determine what's wrong and what's right! This very place is neutral ground! Justice will prevail, you say? But of course it will! Whoever wins this war becomes justice!”
Donquixote Doflamingo is willing to do some pretty horrible things. He justifies his own actions through a "might is right" philosophy.

"In this world, the weak are the sustenance of the strong. The strong live, the weak die."
After barely surviving an assassination attempt by his government comrades, Makoto Shishio decides to amass some power of his own. He creates an anti-government militia called the Juppongatana, gaining the strength he believes is required to survive in a hostile world.

"Together, we are the Spider. I'm its head, and you're the legs. The legs do what the head says. But there will be times when the legs are more important than the head. If I die, someone else will take over. My orders are of utmost priority. My life is not. Be sure to make the right decision. I'm only a part of the Spider. What's important is the survival of the whole, not the individual."
Chrollo Lucifer is a unique shonen villain in many ways, one of which is his acceptance that he is only a part of the whole when it comes to the Phantom Troupe. When Chrollo is kidnapped by Kurapika he shows a complete calmness, likely because he knows his troupe memebers will do what's best for the organization above all.

"Love and hate are two sides of the same coin."
Like many of the villains in Hunter x Hunter, Hisoka is has some complicated feelings. In his case, he gets incredibly attached to things he hopes to one day obliterate - Gon being a prime example of that tendancy.

(#13) All For One Is Doing It For Tomura
"You've failed again, Tomura. But you mustn't lose heart. There will be more chances to set things right. That's why I've brought along your little band. And the boy… because you determined that he is an important pawn. So go and try again. That's what I'm here to help you to do. It's… all… for you."
All For One is one of the big bads in the world of My Hero Academia. While his motivation has not been made entirely clear, this line contains some hints. He either has a genuine fatherly side, or is using Tomura for unspecified nefarious purposes.

(#14) Tomura Shigaraki Sees No Difference Between Heroes And Villains
“Heroes and villains both thrive on violence, but we’re still categorized. 'You’re good.' 'You’re evil.' That’s how it is! Symbol of peace? Hah! In the end you’re just a tool for violence, made to keep us down. And violence only breeds more violence.”
Tomura Shigaraki is an angry young man who was ignored by heroes when he needed their help the most. Now, he wants to totally dismantle a society that he believes is unjust. His mentor All For One is more than happy to use his rage for a more complex and nefarious plan.

Zeref's life has been an absolute nightmare since day one. There are a lot of reasons for this, but one of the biggest is the Curse of Contradictions, which prevents him from actually maintaining a close bond with anyone. The sense of isolation this produces is a huge part of what leads him into villainy.

"People's dreams...never end!"
While chowing down on a whole cherry pie and sitting on the ground in the middle of Mock Town, Blackbeard declares that the "new era" - the one in which the dreams of pirates will screech to a grinding halt - is total nonsense. Pirates are going to keep aiming for their goals, because people's dreams never end.

“Drop ink on the finest snow-white paper and it will inevitably absorb into black. Its purity demands it. Tainted men have immunities. Black does not absorb black.”
When he first becomes a Spirit Detective, Shinobu Sensui is "pure" - meaning, he wants to do the right thing, and believes that it is possible. But when he's awakened to the deep history of atrocities committed by humankind, it nearly destroys him.

(#18) Eto Yoshimura Seeks Ghoul Liberation
"The ones with the reason are the ghouls. If no one steps up, ghouls will continue to die without rhyme or reason. And this puppet-like world will dance on. That might not be a bad thing in or of itself, but...the world's like an egg. To give birth to something, you've gotta destroy the world right before your eyes."
After living a painful life in one of the most dangerous places in the world, Eto Yoshimura decides that there's no way for ghouls and humans to live together in peace. Not only do ghouls require human flesh to survive, they're hunted by humans even when they do their best to get their sustenance peacefully. As the leader of Aogiri Tree, Eto thinks that the only way forward for ghouls is through violence.

"I'm throwing away my humanity, Jojo!"
Like many of Dio Brando's lines, this one achieved meme status. It refers to his view that humanity is limiting, and he intends to become a heck of a lot more powerful than any human. That's why he's more than happy to become a vampire.

(#20) Muzan Kibutsuji Hates When You Call Him Weak
"Does my complexion look terrible to you? Does my face look pale to you? Do I look weak to you? Does it look like I haven't got long to live? Does it look like I'm close to death?"
Before he became the first demon, Muzan Kibutsuji was weak and sickly. Now, whenever anyone reminds him of that painful chapter of his past, he becomes enraged. This particular quote was shouted at some random passersby who was unlucky enough to comment on his appearance. They paid the price for that.

(#21) Despite Everything, Isabella Loves Her Kids
"I lost. Go on. Please be careful. And I pray that you will find light."
Though she's the main villain of the first season of The Promised Neverland, Isabella never hated the children she sent to their dooms. She was once in the same position as they were, and only avoided being eaten by demons because she agreed to become a "mama" and raise the next generation of demon food. When Emma and the other kids try to escape, she does what she can to stop them - but ultimately, she lets them go out of love.

Naraku is one of the more sadistic villains in the anime universe. Unlike some, whose motives are at least kind of understandable, his was a selfish wish that blossomed into something enormously corrupt and disturbing. This line highlights his cruelty.

Cell's primary goal in life is to achieve his most perfect form. It doesn't matter what he has to do to accomplish that, and what he does with his perfect form is almost secondary to achieving it in the first place. But it's his stringent belief in his own flawlessness that leads to his defeat.

"You called me an idiot! I'll turn you into pudding and eat you up!"
Depending on what form he takes, Majin Buu speaks in a completely different manner. In this case, he's in conflict with Beerus, the God of Destruction, and he's none too pleased with being disrespected.
