Yami Bakura is a fusion between a monster named Zorc and an ancient Egyptian thief who is now residing in the body of a Japanese teenager, which is a character description designed for chaos. While Yami Bakura does have a goal - to collect all the millennium items - he goes about achieving that goal using whatever methods occur to him in the moment.

If you're unlucky enough to encounter Johan Liebert in any context, you probably won't live to tell the tale. This man is a serial killer who goes after people indiscriminately. His reasons are a source of much exploration in Monster, but one thing is clear - he sows chaos wherever he goes.

Once afflicted with Hinamizawa Syndrome, most of the characters from Higurashi no naku Koro ni turn chaotic evil. The syndrome makes them exquisitely violent, ultimately taking out everyone in their sight. Shion is probably the strongest example of this tendency.

As a result of her diclonius status, Lucy has been subjected to everything from bullying to torturous government experimentation - and she's had enough. Her life experiences combined with the diclonius voice prompting her to destroy everything around her leads to her committing random acts of violence that don't adhere to anyone's rules - sometimes not even to her own.

On the one hand, Tetsuo Shima is merely a misguided child who has uncontrollable powers foisted on him against his will... but on the other hand, his powers were strengthened by his desire to prove himself strong and superior, which is how he ended up on a destructive rampage with no regard for anyone's safety, even his own.

Takasugi once claimed that he plans to destroy everything until there's nothing left to destroy. Ostensibly, his target is Japan, but that's still a very wide net considering his reason - he wants revenge on the world that took his beloved teacher away from him, and everybody in that world is implicated in Takasugi's mind.

The Messiah is a human child who believes herself to be a monster rat. She's recruited as a valuable tool in the war against humanity, because she's a powerful psychic who isn't restrained against destroying her own kind - something humans are absolutely not expecting. She sows chaos and destruction wherever she goes, and she seems to care a lot more about wreaking havoc than she does her handler's larger goals.
