While this is technically true, most prefectures have laws regarding obscenity and corruption of minors, which makes the practical age of consent between 16-18. Because Tamotsu and Pico's sexual relationship takes place in Tokyo, where the age of consent is 18, Pico is three years too young to be having any kind of sexual relationship with a 22-year-old.
Aside from the numbers issue, Tamotsu spends a large chunk of Boku no Pico trying to pressure the 15-year-old into sex acts he's not comfortable performing. Unless there's a special legal exemption if you're a character in a hentai, Tamotsu needs to go straight to anime jail.

Apparently, it does, because L's interrogation tactics should have had him rocking an orange jumpsuit ages ago. Torture is illegal in both L's country of origin, the UK, and the country Death Note takes place in, Japan. Despite this, L repeatedly uses torture methods of both the physical and psychological varieties to get what he wants.
He holds Misa upright in a straight jacket for weeks on end, and he makes it seem like Light's dad was going to kill both Light and Misa before committing suicide. Also, Watari had L solving cases at age eight. Doesn't that break child labor laws? Someone should have investigated Wammy's House a long time ago.

Seto Kaiba might seem like a normal grumpy jerk, but that's not the case if you've read the manga or seen Season Zero. Kaiba is willing to do anything and everything to get ahold of the Blue Eyes White Dragon cards, including making deals with the mafia, destroying someone's finances, and convincing someone to kill themselves.
All of those crimes, particularly that last one, ought to add up to some serious jail time, but in the world of Yu-Gi-Oh!, he could probably get out of it by dueling the police.

Hisoka Morow loves killing people, especially strong people who are difficult to defeat. He isn't just a fan of murder – if he was content watching horror movies, he'd be all good – he takes lives on a regular basis and gets away with it.
Lethal bloodsport isn't the only reason Hisoka should be behind bars. The killer clearly cannot be rehabilitated through any other means besides imprisonment. Hisoka's sense of empathy is nonexistent, as he's solely motivated by self-serving desires and is unlikely to ever change his ways.

Sukisho doesn't care about the legal consequences of its characters' actions. If it did, someone would have called the cops on Aizawa long before the end of the show. This guy held children prisoner and did experiments on them with the intention of inducing and studying dissociative identity disorder. In the visual novel from which the anime is derived, he sexually assaults Nanami in order to obtain his DNA and create a test tube baby.
He dies in a fire at the end of the series, but he should have been in prison long before that.
