That is totally NOT Beta Ray Bill.When fans saw this being lurking in the background of the Collector's museum, they were sure it was the only Korbinite to wield Mjolnir, Beta Ray Bill. In fact, it was the second Easter egg in the movie reminiscent of Beta Ray Bill, as some thought a skull in the opening scene looked like his. Regardless, James Gunn broke some hearts when he confirmed this definitely is not Beta Ray Bill.
Many thought it was him because of the red cape, but as Cinema Blend points out, what looks like a cape is actually a red jumpsuit. Who/what is this mysterious entity, then? That remains unanswered, but you can read through the long list of replies to Gunn's tweet to get a wide array of ideas.

Slither was James Gunn's well-received 2006 horror comedy about insatiable, people-eating space slugs, and starred Elizabeth Banks and Nathan Fillion (who also appeared in GotG). To clarify, these space slugs share no connection to Marvel; their inclusion simply served as Gunn's fun homage to himself.

In the cult comedy series, David Cross's character, Tobias Fünke, suffers from being a "never nude" - a person who refuses to be naked - and wears jean shorts as a fix. The character also once auditioned for the Blue Man Group, covering himself entirely in blue paint to prepare.
In Infinity War - when the Guardians sneak into the Collector's museum - Gamora walks past a pod which contains a blue never nude who looks suspiciously like Tobias Fünke.
