Daylight Savings Time is a hot topic in America's northernmost state. There are, at present, three different bills pending in the Alaska statehouse. HB 43 would create an exemption from current federal Daylight Savings Time laws. It would also request the Department of Transportation set up public hearings to decide if Alaska should change time zones, with the potential of the state joining the Pacific Time Zone.
HB 17 and HB 292 are separate bills that would establish a permanent Daylight Savings Time, assuming federal law is changed.

The Uniform Time Act of 1966 gave states the right to opt out of Daylight Savings Time if approved by their state's legislature. Arizona chose to out out of Daylight Savings Time in 1967. This was done in order to cut down on fuel usage associated with air conditioning and cooling systems in oppressive desert heat. Another hour of sunlight during the active periods of the day would theoretically cause more people cooling more buildings.

California's Proposition 7 was ratified by voters in 2016. That repealed 1949's Proposition 12, which authorized the use of Daylight Savings Time. It also gave the State Legislature the authority to permanently establish Daylight Savings Time, pending congressional approval. The Legislature is now considering AB 7, a bill that would exercise the state's power to establish permanent DST.

Georgia's Daylight Savings Time debate is wild. There are currently five bills, all related to DST in process. SB 351 would set up a statewide referendum on whether the citizens of Georgia want to continue to observe DST, not observe DST at all, or establish permanent DST, pending congressional approval.
HR 1240 is a House resolution that would urge the U.S. Congress to allow states to observe permanent DST. HB 628 is a bill that create a DST exemption for Georgia. HB 630 would piggyback on 628's authority and declare permanent DST, pending federal consent. HB 709 is similar to, but separate from, SB 351, in that it would put the fate of DST in the hands of voters.

It's complicated. SB 127 would establish permanent Daylight Savings Time for Idaho, but only the parts of Idaho in the Pacific Time Zone, and only if Washington establishes permanent Daylight Savings Time. HB 358 would create an exemption from the Uniform Time Act that would theoretically allow Idaho to establish permanent Daylight Savings Time.

Two parallel pieces of legislation, SB 533 and HB 3837, would establish permanent Daylight Savings Time. HB 3821 and HB 4935 would create the exemption from the Uniform Time Act. But, there's another bill in the Illinois House of Representatives, HB 4219, that would also establish permanent Daylight Savings Time.

Iowa has more than its fair share of legislation around this issue. Two Senate bills from authored by two separate senators — SF 2077 and SF 2282 — would establish permanent Daylight Savings Time, pending congressional approval. HF 71, HF 2059, and HF 2560 are the House versions of those bills.
A competing bill, SF 2020, would make Central Standard Time the official year-round time and do away with Daylight Savings Time.

HB 2442 would establish permanent Daylight Savings Time, pending congressional approval. It would also require the Kansas Secretary of State to monitor the status of federal laws around Daylight Savings Time. HB 2008 would exempt Kansas from federal law requiring the observation of Daylight Savings Time.

It's not just about time here. SB 1869 and HB 2766 would designate the second week in March as Masschusetts Sleep Awareness Week and ask citizens to pay special attention to issues of fatigue in their everyday life.
SB 1870 wouldn't create any new holidays or observances, but it would scrap Daylight Savings Time in Massachusetts.

SF 475 would exempt Minnesota from Daylight Savings Time. Conversely, SF 1416 and HF 1397 would make Daylight Savings Time the permanent time in the state. SF 2896 is a resolution asking the federal government to pass the Sunshine Protection Act, which would create permanent Daylight Savings Time.

SB 2041 would create the Mississippi Daylight Protection Act, making Daylight Savings Time permanent, pending congressional approval. Parallel to that bill are HB 230, HB 430, and HB 787, which would all establish year round DST. HB 514, on the other hand, would scrap Daylight Savings Time all together. HCR 17 is a resolution asking Congress to allow states to enact permanent DST.

Here's a quirky one. HB 1356 would create a brand new time zone for any state who wishes to participate. Missouri would switch to Daylight Savings Time one final time, then never switch back. This would be considered the time in a new time zone called DST. Naturally, a plan this unique would require congressional approval.

SB 272 would create a coalition of states hoping to adopt permanent Daylight Savings Time in the Mountain Time Zone and outlining eligibility for membership. The bill would also formally establish Mountain Daylight Savings Time as the official permanent time for New Mexico.

SB 7080 would make do away with Daylight Savings Time in New York. Conversely, SB 7230 would establish Daylight Savings Time as permanent, assuming congressional approval. SB 3928 and AB 1690 would create a task force to study the effects of exempting New York from DST.
AB 6622 would end DST in New York and prevent government institutions from using anything other than Eastern Standard Time.

SB 119 would exempt Ohio from using Daylight Savings Time. It would also prevent government entitites like courts from using anything other than Eastern Standard Time. SCR 8 is an unrelated resoluton that would ask Congress to extend Daylight Savings Time nationwide.

There are numerous bills and resolutions, some of which compete directly with each other. SB 774 and HB 825 would abolish Daylight Savings Time in Pennsylvania completely, which is the state's right under the Uniform Time Act.
HB 1462, on the other hand, would establish permanent Daylight Savings Time, pending congressional approval in the state. SR 179 is a resolution that would ask Congress to extend Daylight Savings Time across the entire country year round.

SB 11 and HB 3335 asserts South Carolina's desire to use permanent Daylight Savings Time. HB 4658 is pending and would trigger a referendum asking if voters approve of the South Carolina Attorney General requesting a waiver from the U.S. Department of Transportation to permit the state to move forward with permanent DST. HB 3018 and HB 3246 are redundant and ask for essentially the same things as HB 4658.

SB 59 would establish permanent Daylight Savings Time within the Mountain Time Zone, pending congressional approval and contingent on at least four of these states approving similar measures: Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Washington, and Wyoming.

Washington has made quite an effort to sort out its relationship to Daylight Savings Time. HB 1196 was passed and signed into law, putting Washington on permanent Daylight Savings Time, pending amendments or abolition of the Uniform Time Act. As of now, the federal government has not acted on this law, or others like it, meaning Washington still observes traditional Daylight Savings Time. Another bill, SB 5139 would also establish permanent Daylight Savings Time, pending congressional approval. The difference is, it would also require a review of the impact of switching to the Mountain Time Zone. SB 5140 would do the same. SB 5250 would send the issue of permanent DST to a statewide voter referendum. SB 5139, 5140, and 5250, while still pending, are likely to perish from inaction in the legislature.

HB 44 would require the governor to petition the United States Department of Transportation to place Wyoming in the Central Time Zone and establish permanent Daylight Savings Time in Wyoming under the condition that Colorado, Idaho, Montana, and Utah do the same.
