(#21) Team Rocket - 'Pokemon'

Team Rocket is normally played for laughs, but apart from Jessie, James, Meowth, and Wobbuftet, the organization has some big, evil goals. They want to steal Pokemon, especially rare Pokemon all over Kanto and Johto. They fund awful experimental research on Pokemon that even kills them on occasion.

While the anime plays them for comedy and they can be very funny, Team Rocket belong on this list because of their motto: "Steal Pokémon for profit. Exploit Pokémon for profit. All Pokémon exist for the glory of Team Rocket."
(#8) The Ten Commandments - 'The Seven Deadly Sins'

Chosen by the Demon King himself, members of The Ten Commandments are not to be taken lightly. They're elite warriors with their own unique powers as well as the ability to impose a curse on whoever breaks their commandment. Members like Zeldris and Estarossa make this group especially dangerous to the Seven Deadly Sins as they are both in a combat class of around 60,000.

Naruto spawned perhaps one of the most visibly recognizable evil organizations of all time. The Akatsuki are known for their black robes linked in red. There are red cloud symbols adorned on their robes as well.

They are a crime organization of shinobi who pursue their own version of justice and peace, and the members are mostly heinous criminals who are on the run. They serve as the main antagonists in the latter part of Naruto.

These seven powerful Mercenaries were the most dangerous villains that Inuyasha's group have ever encountered. Originally deemed as dangerous criminals due to their love for bloodlust, they were beheaded by warring feudal lords. When Naraku brought the Band of Seven back to life to wreak havoc on the protagonists, we knew these weren't ordinary villains. From Bankotsu to Renkotsu, this group of villains proved to be interesting and formidable opponents.
(#20) Noah's Ark Circus - 'Black Butler'

The Noah's Ark circus is a traveling circus troupe that like to refer to their patron as "Father." The show is fun to watch, but wherever they go, weird incidents involving missing children follow them. No matter how hard they look, no one actually finds them. This casts a shadow on what the circus does.

The members of the circus troupe have specific jobs, but if you're a second string member of the organization, you need to serve the first string members and fight to survive.

Arachnophobia has some big goals: overthrow the rules of Death and take their place as masters of the world. Their "mother" is Arachne, who basically baited Death to Lost Island and stole the Demon Tool, hiding it for her to get back later. She then waited eight hundred years to make the Moral Manipulation Machine, which was eventually destroyed.
