(#14) Shion Sonozaki - 'Higurashi no naku Koro ni'
Once afflicted with Hinamizawa Syndrome, most of the characters from Higurashi no naku Koro ni turn chaotic evil. The syndrome makes them exquisitely violent, ultimately taking out everyone in their sight. Shion is probably the strongest example of this tendency.

(#19) Shinsuke Takasugi
- Gintama, Gin Tama, Gintama: The Movie
Takasugi once claimed that he plans to destroy everything until there's nothing left to destroy. Ostensibly, his target is Japan, but that's still a very wide net considering his reason - he wants revenge on the world that took his beloved teacher away from him, and everybody in that world is implicated in Takasugi's mind.
-
(#15) Lucy - 'Elfen Lied'
As a result of her diclonius status, Lucy has been subjected to everything from bullying to torturous government experimentation - and she's had enough. Her life experiences combined with the diclonius voice prompting her to destroy everything around her leads to her committing random acts of violence that don't adhere to anyone's rules - sometimes not even to her own.
-
(#20) The Messiah - 'From The New World'
The Messiah is a human child who believes herself to be a monster rat. She's recruited as a valuable tool in the war against humanity, because she's a powerful psychic who isn't restrained against destroying her own kind - something humans are absolutely not expecting. She sows chaos and destruction wherever she goes, and she seems to care a lot more about wreaking havoc than she does her handler's larger goals.
-
(#2) Tomura Shigaraki - 'My Hero Academia'
As the head of the League of Villains, one would think that Tomura Shigaraki would have an intricately detailed plan with clear and specific goals in mind. While he does have some goals, those are largely determined by other people way later in the series - his own methods involve creating chaos for the sake of sating his own destructive impulses.

About This Tool
Disney animation is good at many things, such as the fantastic world, the top film and Television Works, as well as some popular wide-ranging theme song. But perhaps the studio’s greatest achievement has been the production of many evil animated characters over the past 60 years. It is often said that a good story depends on the strength of the villain in the story, and in Disney, which has made many fairy tale films, many evil villains have become classics.
