(#1) Naoka Ueno Refuses To Take Responsibility In 'A Silent Voice'
Like Shoya Ishida, Naoka Ueno bullied Shoko Nishimura in elementary school because of her deafness. Unlike Shoya, Naoka refuses to own up to her behavior, and continues to harrass Shoko when they meet again in adolescence.
At first, she dislikes Shoko because her involvement in a class singing competition puts the whole class at risk of losing - Shoko can't hear herself singing and is off-key as a result. Later, she comes to believe that Shoko is responsible for Ishida's feelings of guilt, and thinks that Shoko is unfairly depicting herself as a victim.
Though upsetting, it's also fascinating to see the lengths that Naoka goes to to avoid responsability for her own behavior.
(#2) Aya Kuroda Extorts Money From Mayumi Hashimoto In 'Hell Girl'
Aya Kuroda might look like a sweet girl, but she's actually monstrous. When Mayumi Hashimoto is asked to hold onto $100,000 worth of money that her class earned in order to donate to charity, Aya steals the money and then makes Mayumi "borrow" it from her to avoid getting in trouble for "losing" it.
Things get much worse from there. Aya charges high interest on the loan, and forces Mayumi to do sex work in order to pay her debts, then threatens to spread photographs of the act if Mayumi doesn't continue to give her money indefinitely. Mayumi ends up contacting Ai Enma and condemns Aya to Hell after she shows the photos to the principal.
(#3) Sarina Shizukume Is Utterly Vicious In 'Magical Girl Site'
Sarina Shizukume spent years bullying Aya Asagiri along with her friends Erika Kaijima and Shouta Arai. The three of them did horrible things to her, including destroying a kitten who she had befriended and trying to assault her. As a result of this poor treatment, Aya awakened her magical girl powers and used them to take Erika and Shouta's lives.
Sarina swore revenge on Aya, amping up the harrassment and trying to figure out a way to take her life before ultimately changing her mind when Aya saved her life.
(#4) Sae Kashiwagi
- Peach Girl
Sae Kashiwagi spends most of Peach Girl making Momo Adachi's life a living hell. Though she initially pretends to befriend her, she quickly begins spreading rumors about her sexual behavior, tanking her reputation and boosting her own in the process.
This behavior likely stems from Sae's own insecurities, which were caused by being victimized by bullies herself in high school. Eventually, she mends her ways and becomes a real friend to Momo, but none of that exactly erases her past behavior.
(#5) Rin Sasaki Bullies Out Of Jealousy In 'Yamada-kun & The Seven Witches'
Rin Sasaki is the ringleader of a group of bullies who go out of their way to turn Urara Shiraishi's school life into a nightmare. Cruel behaviors include vandalizing her possesions, verbally abusing her, and more. She gets especially vicious when she finds out that Urara is spending time with Ryu, as she believes her to be disgusting for 'clinging to a boy.'
This is all apparently motivated by jealousy - Urara is exceptionally pretty, and receives excellent grades.
(#6) Motoko Minagawa
- Fruits Basket
Motoko Minagawa doesn't consider herself a mean girl - after all, all of her actions are for a very good reason - protecting her beloved Prince Yuki from the horrors of other girls. Any time a girl gets too close to Yuki, she and the other members of the Yuki Sohma Fanclub will attempt to harass that girl into dropping their relationship with him. Motoko tries this with Tohru Honda and fails, then moves on to Tohru's friend Saki Hanajima in the hopes that she'll be able to get rid of Saki through Tohru. This doesn't work either.
(#7) Hiyori Moritani Bullies The Boy She Likes AND The Girl She's Jealous Of In 'Kotoura-san'
Hiyori Moritani absolutely hates Haruka Kotoura. Not because she's psychic - although she does find that creepy - but because her crush Yoshihisa Manabe has been spending far more time with Kotoura than she would like her to.
For this reason, she not only harasses Kotoura by mocking her and spreading nasty rumors about her, she also starts bullying Manabe too by sending hitmen after him. It's only after Manabe is seriously injured that she decides to change her ways and start being a nice person.
(#8) Otome Katou
- School Days
Otome Katou is the person responsible for much of the bullying that Kotonoha endures during School Days. Exactly what Otome is guilty of varies depending on whether one is discussing the visual novel or the anime, but no matter what media she appears in, she goes above and beyond the "mean girl" trope - and it's entirely because of internalized misogyny. Because her father is constantly cheating on her mother and her mother responds to this by threatening these women, Otome hates any woman who she believes is using sex as a tool.
Once she decides that that's what Kotonoha is up to, she begins harassing her nonstop, as well as manipuating others into doing the same. She even persuades a male classmate to assault her.
(#9) Aki Honda Makes A Girl Eat Worms And Worse In 'Narutaru'
Aki Honda gets her kicks out of corralling her friends and convincing them to help her bully Hiroko Kaizuka. Not only does this involve verbal harassment, it also involves forcing Hiroko to eat worms and then violating her with a test tube. She does this because Hiroko's high grades make their greades look poor in comparison.
Aki meets a grisly end when Hiroko wishes for a Shadow Dragon to "make everyone disappear." She may have been one of the cruelest bullies around, but it's still not easy to watch her be destroyed.
(#10) Katsusawa, Takamiya & Yamazaki Harass Everybody In 'Little Busters'
Katsusawa, Yamazaki, and Takemiya work together to harass just about every member of the Little Busters club. They target Russian student Kudryavka Noumi, mocking her for her difficulty with Japanese. They also harass Komari Kamikita and announce plans to be generally cruel toward every member of the group. What's more, they trick one of their own friends, Mutsumi Suginami, into helping them with bullying that they absolutely aren't comfortable with.
(#11) Hannah England & Barbara Parker Are Enjoying Themselves In 'Little Witch Academia'
Hannah England and her best friend Barbara Parker both follow Diana Cavendish around like little puppy dogs. While Diana isn't exactly kind to her classmates, she isn't a mean girl because she considers herself above such pettiness. Meanwhile, Barbara and Hannah appear to delight in making fun of Akko, Lotte, and Sucy. This is partially inspired by their disdain for Akko's origins - she isn't from a wizarding family, and just like in the world of Harry Potter, that carries negative social implications.
(#12) Nanami Kiryuu
- Revolutionary Girl Utena, Revolutionary Girl Utena: The Movie
Nanami Kiryuu serves as a low-key antagonist in the beginning of Revolutionary Girl Utena. That's because she's often seen bullying Utena and Anthy. Why does she have a problem with them? Because her older brother Touga has been paying attention to them, and she wants him to herself. Seriously, she's so obsessed with her brother that she once took a kitten's life because he was paying more attention to it than to her, so bullying her classmates is no big deal.
Nanami does calm down toward the end of the series when she realizes that her feelings toward her brother are no longer quite so intense.
(#13) Maho Izawa Turns Yukino Miyazawa's Classmates Against Her In 'Kare Kano'
Thanks to a combination of jealousy and attraction toward Yukino Miyazawa, Maho Izawa begins a campaign to destroy Yukino's reputation. She can't stand that Yukino garners more attention from their classmates than she does, and she can't stand that she fell for the falsely pleasant persona that Yukino projects.
She suceeds at turning the class against Yukino, but this attempt backfires and Maho winds up a social pariah - that is, until Yukino takes the high road and tries to befriend her.
(#14) Ume Kurumizawa
- Kimi ni Todoke
Ume Kurumizawa is a complicated character. She isn't being cruel because she enjoys it - rather, she's struggling to figure out her true self. After being bullied herself, she developed a false kind personality, as well as a crush on Shota Kazehaya after he's kind to her.
Later, she tries to befriend Sawako for the sole purpose of getting closer to Kazehaya, all while spreading false rumors which were intended to destroy Sawako's other relationships and turn people - particularly Kazehaya - against her.
Eventually, Ume mends her ways and pursues her unrequited love for Kazehaya - and a future career in teaching - with integrity.
(#15) Ami Kawashima
- Toradora!, Toradora!
Ami Kawashima is a former model who has cultivated a reputation as a sweet, innocent girl. She's caught between wanting to be seen in this positive light and wanting to express her true self - a self that's sarcastic, rude, and often verbally abusive to other girls like Taiga - who doesn't take it lying down and dishes out insults right back.
Ultimately, Ami ends up being an ally to both Ryuuji and Taiga, pushing them to admit their true feelings for one another and acting more like her own true self in the process. She's not a terrible person, she's just a teenage girl struggling with her identity.
