Near is a 17-year-old boy who looks like he's 7 and acts like he's 45. What's more, his appearance doesn't change as the series progresses, even though he is said to age from 13 to 17. While many adolescents hit a growth spurt in their mid-teens, Near gets no taller, and his facial structure stays the same.
He finally reaches puberty at age 21 — as is shown in a post-series manga chapter — but the reason for the delay is never made clear.
(#9) Hagumi Hanamoto — 'Honey & Clover'
Hagumi Hanamoto is the size of a six-year-old, and in some ways her exterior matches her maturity. Despite this, her juvenile look is a little unsettling to her college classmates, especially those who find themselves attracted to her.
(#13) Tatsumaki - 'One-Punch Man'
Tatsumaki (AKA the Tornado of Terror) is one of the Hero Association's most powerful heroes. She's 28 years old, but because of her short stature, she is often mistaken for a young girl by everyone around her.
But don't be fooled by her child-like appearance. As an S-Class Rank 2 esper, she's a force to be reckoned with.
(#11) Hotaru Ichijō — 'Non Non Biyori'
Hotaru Ichijō is an 11-year-old girl who hit puberty at an early age, making for a surprisingly realistic iteration of the "not looking your age" trope. A study done in 1993 concluded that Japanese children begin puberty about a year earlier than Western children, so by some accounts, Hotaru's early growth isn't completely ridiculous.
That said, most of the other characters in Non Non Biyori don't perceive Hotaru as a child, and many of them actually treat her like an adult.
(#15) Komoe Tsukuyomi

At first glance, Tsukuyomi Komoe looks like a little girl no older than ten years old. But in reality, she's the homeroom teacher of Year 1 Class 7. Although her real age is unknown, it's safe to assume that she's at least 21 years old given that she's a school teacher.
Even though she seems like a little kid, she's an incredibly reliable and competent teacher who cares for her students.
(#2) Eisaku Noguchi — 'March Comes In Like A Lion'
Eisaku Noguchi is the president of his school's chemistry club, but he's also a first year student, which means he's around 15 years old. Regardless of his actual age, his leadership role — coupled with his well-tailored suits and tiny mustache — cause him to resemble a middle-aged man.
His classmates are continuously surprised that he's not a teacher or upperclassman, and the show often takes time to remind viewers of his true age via subtitles.
